I am OK with 2a - see revision 1069.
 
Note: it is a "global" value - i.e. it applies to all "Browse to URL"
actions within Password Safe and not "a per entry option".

Greetings,

I didn't see this response before I sent my last. I kinda like this idea as
I have a website (yes, it's just one) that must be opened in IE. It'd be
convenient here to have the ability to launch that URL in a particular
browser/program. However, this seems like overkill in my case. What do you
all think the interest in a feature like this would be?

What about Option 2a: make a radio button with the choices "try to 
guess my system default browser" and "use this browser:
[______________________]".

That way, "Power Users" who like to tweak settings can enter a path
(which may not even be the default browser, but perhaps they like to 
open links from PasswordSafe in the HotJava browser, for all we
know...), while Joe Average can let PasswordSafe guess for him (in
whichever way you deem appropriate).
