You can move focus to the tray by pressing
Win+B         (WinXP) or
Win, Tab, Tab (one after another)
"Win" is a Windows key (between Ctrl and Alt).
Then use arrows, Enter or App key (between Win and Ctrl on the right side,
for menu).

Global hot key may present, but there should be a possibility to disable it.
If all applications will have hot keys, keyboard may be dangerous :)
