SOCKS v5 (http://www.socks.permeo.com/AboutSOCKS/SOCKSvF.asp) might do what you want, though it does require the user to be on the network, unauthenticated, to be able to reach the SOCKS box and authenticate so they can then traverse the SOCKS box.
