Well, a google search for "Allan Stavely" brought up a lead that
seems quite promising: http://www.nmt.edu/~astavely/aboutme.html
It lists an e-mail address: [email protected].

I'd consider his publishing his e-mail address on his web page
to be blanket permission to distribute the address.
