Yes it looks just like that.

But not due to shorewall TC configuration, probably some eth options
setting or hardware physical limitation

The speed test run from the server (or one VM running on it) that pass
out on WLAN nic goes to 900 Mbit/s   

it could be a selinux (it's enable) problem?
