Many thanks Justin - systemctl enable shorewall fixed it. Nice to have such a simple solution! Thanks also Matt. At a glance I might be able to use [1] to get sshd and apache2 to start, but that's for tomorrow. (Yes, should have been /var/log/shorewall-init.log. Nothing added on booting until shorewall started manually, until which shorewall status said stopped.)
