Paul,

The /etc/default/passwd settings are only consulted when you change your
password.  Setting the parameter in /etc/default/passwd does not 
automatically configure password aging for users (until their next 
password change).

Of course, you can force the addition of those settings for a particular
user by using the "-x" (max), "-n" (min) and "-w" (warn) options to the 
passwd command.
