What's on line 16 of the 'named.conf' file?
If I had to guess, which is all I can do at the moment, I'd say that line
16 of your 'named.conf' is the directory entry in the options block and it
looks like:
directory "/dns/etc";
If this is the case, fix the directory to what it should be in the
chroot'd environment and try again.
