Fedora packaging for 1.5.0 - publish clam-sigutil to crates.io

I'm looking at updating the Fedora clamav package to 1.5.0-beta and have 
run into an issue with the clam-sigutil rust library.

Fedora tries as much as possible to package libraries independently, so 
the clamav package removes the .cargo/vendor directory.  So we would 
want to package the clam-sigutil rust library separately.

However, the rust packaging guidelines requires that rust libraries be 
published at crates.io - but I don't see clam-sigutil there.  Could 
clam-sigutil be published there?
