ClamAV do ship packages for Debian/Ubuntu, but not as a ppa - see:

describes some of the differences betwen ClamAV packages from ClamAV
and from Linux distributions.
IIUC these differences are because ClamAV have a tool that makes packages
(.rpm and .deb etc)
directly as part of the build process.
I find that the Ubuntu packages are significantly better integrated into
the OS than the packages
from ClamAV.
ClamAV's package works fine, but not in the Ubuntu way.
