The last EPEL source RPM for RHEL 7 can be found here: <https://dl.fedoraproject.org/pub/archive/epel/7/SRPMS/Packages/c/clamav-0.103.11-1.el7.src.rpm> I would suggest unpacking that, dropping in the latest upstream tarball, editing the spec file to use it, and see what happens.
