Without configuring IPSec, can you ping from one
router to the other? After that, can you ping from one
Linux box to the other? Have you allowed protocols 50
(AH) and 51 (ESP) amd UDP port 500 (for IKE) thru the
routers?

What is the IPSec configuration on Linux?
