Vpn over NAT

Hi All, I want to configure VPN over NAT in windows machine, I am using Microsoft ISA 2000 server as the Firewall on windows 2000 server. Requirement is: One user want to connect through cisco VPN client from his machine (windows XP), because of the ISA firewall not allowing to connect to the remote server. But he can connect through the dialup connection with vpn access. Can anybody help me to find out what could be the problem.
