[VulnDiscuss] Where are Vulnerability Researchers ?

Hello there,
 
My client has multiple positions for vulnerability researchers. He needs people who understand vulnerabilities and can reverse engineer  (using IDA Pro etc) them and find their root cause. 
 
I am having hard time finding people with this skill set. If anyone can tell me where will I find these people, I will appreciate that.
 
My client is a Silicon Valley based recently funded startup.
