Assuming that M$ programmers are as capable of writing rebasing
code as they are at writing the original code, we could expect
them to be as (un)dilligent in getting this mutation code correct,
thus not offering code any more secure than the original code.
However, those of us who have MD5 signatures of .dll, .exe, ...
code could look forward to some, ahem, work in verifying several
hundred valid, running systems.
