Actually it is already implemented. I read that bit too and went
looking...

https://www.cacert.org/email.php?id=20 gives the info.
https://www.cacert.org/email.php?id=21 gives the form to get your key
signed, however, edit your key before submitting. It won't sign UID's
for email addresses that haven't been verified.
