An assurance question

Here's a question, the first time I've run into this one.

"Bob" has a PGP key, and an assured Thawte certificate for the same
email address.

I am willing to sign his PGP key exportably on that basis.

Can his key be signed with the GSWoT key as well? Not as a GSWoT
notary, but just as a an individual user. And if so, how, since we do
not all have the GSWoT key?
