BIND IPs on W2003 doesn't work ?!

      I had several IPs on a machine and a Bind for W3,SQL etc. on each one
that tunnels to another with similar IP (LSB).

      Before I had: "zebedee -b X.X.X.Y HOST1 80:X.X.Z.Y:80"
      Now on a W2003 the bind fails: "ERROR: can't create listener socket:
(Unknown error)".

      Is it ME, Z or W2003 ?
      I apreciate any feedback! Thanks
