securing ftp traffic on windows XP

I'm trying to use zebedee to secure ftp traffic on a Windows XP machine and I
want everything to start as Windows services at boot time (before anyone logs
in).  I'm using slimFTPd which is a tiny, freeware FTP server that can be
configured as a Windows service.  Unfortunately, it does not allow me (or I
haven't been able to figure out how) to specify the address that it will
report for itself in FTP requests, or to specify a range of ports for passive
connections.  And while I have succeeded in using the ftpgw.tcl tcl script
with zebedee and the slimFTPd sever, I don't know of any way of getting tclsh
to run as a Windows Service.  Can anyone provide any information regarding
either:

a) how to run the provided ftpgw.tcl script as a Windows service that starts
when windows starts, or

b) a freeware ftp server that can be configured to run as a Windows service,
and that allows you to specify the address that it will report for itself in
FTP requests as well as a range of ports for passive connections.
