Will zedebee work for me?

I have a set of applications that communicate via UDP I inherited. I
do not have the time or the will to rewrite these applications but I
would like to use zebedee to compress and encrypt this communication
and as a bonus tunnel them over TCP.

The programs communicate asyncronously by sending packets of data and
receipts back and forth.  The communications can happen to and from
multiple machines using different UDP ports.

It's all a bit tricky but from reading the documentation I am not sure
if zebedee can do this.  Best I can make out I would need to run both
a client and a server on each machine. Each machine would listen on
one port while sending to multiple machines on different ports via the
client.

Is ti possible to run zedebee both as a client and a server on the
same machine on windows? Do I run two instances or just one?  Does
anybody have a config file that would do something like this?
