One or many ports on server?

I'm still a bit foggy on exactly how Zebedee works, so if this sounds like a dumb question, please forgive me. If you specify on the machine that's running Zebedee as the server a range of permissible connections, by using this: target localhost:telnet/tcp,ftp/tcp does Zebedee (on the server) detect what kind of traffic it's receiving and redirect it to the appropriate local port, or is it strictly a one-to-one port-redirect for each service, such as inbound on some local high port x -> 23 for telnet and inbound on local port x + 1 -> 21 for ftp?
