Summary: Theme customization

Initial Comment:
Make an admin panel for "customizing" a theme. Offer a
central place where templates can create a
"setup.inc.php" file which contains variables etc. the
user can enter to customize a theme; basically just
like the plugin API offers introspect() functions.

There the user could configure basic colors/color
schemes, navigation items etc.
