Initial Comment:
A S9Y blog can submit its local database of 
blacklisted IPs to a central location as tuples of 
(IP, expiration time, reason). The central location 
merges these lists. For this, the S9Y uploader must 
get an API key, so that the upload is not anonymous.

The merged list will contain tuples of (IP, occurs in 
lists from n different uploaders). Optional the list 
of API keys submitting each IP will also be provided, 
so the local installation can eliminate untrustworthy 
API keys from the submission.

The list can be downloaded from the central location 
daily or hourly as a static file and imported into 
S9Y.

The local S9Y can use this list and amend the local 
blacklist by it. Do not build a feedback loop (the 
downloaded list must not be uploaded again).

I don't think it is good to build yet another central
service. Instead using Akismet (which spamblock supports)
would be good, and building up the Akismet services.

Plus, we don't have the infrastructure to build that kind of
service. If anyone would dedicate server CPUs for this
service and traffic, I could give it a second thought,
though. Of course the service must be very reliant, and so
must the provider.
