Actually, some people use this "empty name" category
phenomenon for some special smarty templates, so that they
can assign categories in the backend which are later
invisible to frontend users. I can't agree about uglyness,
but IMHO its better for people to be able to do that, than
not to.

If you don't want an "empty" category, you can re-edit even
a category without a name. :)
