If I set s9y to, say, german, I can create an entry in german and afterwards I can create the english translation of it. If I create an entry in a s9y installation with german as site language but have my user's default language set to english, "English" doesn't appear in the "Choose language version" dropdown. I suggest making the entry's language setting independent from any other setting. The default for a new entry should then be the user's language setting (not "Default"). When making the entries languages independent from anything else, I should also be able to create english entries without first creating a german version.
