Yes, sadly this is due to those characters introducing HTML markup;
HTMLmarkup is stripped in s9y.

The owner can install the plugin 'Transforms HTML for comments' (from
spartacus) to convert those chars to HTML. By default however, s9y strips
all that because HTML is potentially evil.

I'm sorry for that inconvenience, but sadly this is a tradeoff between
security and usability from the early days of s9y...
