His workflow involves typing "fg %1" and expecting that to bring him
back to the specific job that he had as %1, which might now be %4.

I really do recommend that he look into migrating his workflow to a
terminal multiplexer.  The screen equivalent (without rebinding keys)
of fg %1 would be Ctrl-A 0.
