if name refs are (truly) close to final, or if we wanted to release
everything *but* name refs, i agree, we should go straight to 5.10

can we get a brief summary of what we need to be happy with name refs?
do those remaining patches answer all of the open questions? it got too
esoteric for me so i haven't been able to follow it
