As mentioned elsewhere, I'm not opposed to this as long as the current
ChangeLog moves to Etc/ChangeLog-5.9 (or appropriate suffix).

RE other suggestions I have a slight preference for keeping VERSION
and PATCHLEVEL separate but will avoid bikeshedding it.
