I haven't tried this, but you should be able to get that to work.

Basically, Rockbox Utility looks for a file
/.rockbox/langs/voicestrings.zip that contains all strings. You need
to point Rockbox Utility to a drive that holds the .rockbox folder at
the top level. Then configure it using a random player (but don't pick
an Archos -- those use a different format.) Create the voice file as
for any other player and things should be fine. If you couldn't point
Rockbox Utility to the real player then you need to copy the resulting
file to the player -- /.rockbox/langs/<language>.voice.

Basically the same applies if you want to create talk files, but you
don't need the .rockbox folder for this.
