No it doesn't do anything saving an empty file

Try #1
If I open an empty file and do nothing but hit save
I still have an empty file.

Try #2
If I open an empty file and type the word test hit save
I get a file containing 'TEST\n'

Try #3 
If I open the saved file containing 'TEST\n' I Insert the line 'ABC' and hit save
I get a file containing 'TEST\nABC\n'

Try #4
If I open the saved file containing 'TEST\nABC\n' I remove the lines and hit save
I get an empty file

So are you seeing something different?

This outlined above seems to be the expected behavior
