Have you tried using a load code that includes setup (2,3,5)?  Sounds like in your case probably 2 - just setup vs a combination of setup and machine or setup and run.  Setup is a fixed time per operation.  You would not have the issue in calculating 1.5 hours in your example - but it wouldn't solve the issue of incrementing in whole numbers from 1 to 2 - it would always be 1 hour.  In LX, there's an option for a basis code in the routing of 'F' meaning fixed duration qty and you can enter the qty - in your example 500 - and if you were producing 501-1000, it would round up to the next whole number (i.e. 2) and so on for 1001-1500, etc.
