FRW Report Writer

Hello,
I am having trouble with the FRW report writer on a windows 10 computer.   It will not open up.  I am using V6R4 of BPCS.  Any ideas on how to get it to work?  The other CEA application are working on the windows 10 computer.  I thought that a recent windows update was the problem.  I uninstalled the recent updates but the report writer will still not open up.
