I greatly appreciate your patience, Hak.
I wrote an immense email, documenting every setting on workstation and
iSeries.

I got it to work, sort of.
dltusrspc strcode
wrkmbrpdm evfevent and remove all members
strcode *resolve port(4200)
-this fails with a handshake error

After these steps, the notification window appears. After a re-boot, no
window. I need to do the strcode and let it fail for the window to pop up
again.

This is good enough for me for now. If you have any interest in pursuing
this further, let me know. I greatly appreciate the help. Just so you
know, there is no COMMSOFT machine in our network. I have no idea where
STRCODE is getting that name.

Xie xie! (hope I got that right...)
