I can't exactly tell you what this is, but it involves Windows
Accessibility.  That is, for people with various disabilities.  The idea is
that they may not be able to hold the shift key and another key at the same
time.  Go to control panel and look at the options for Accessibility.

This sounds a lot like a Windows problem, and not Code.  I am running WDT
5.1 Code on Win2K.  If I can try anything out to help, let me know.
