F1 help no longer works

Recently some security patches were installed on my PC (Win 2000) and now my F1 help does not work in CODE.  

Example http://localhost:49213/plugins/com.ibm.etools.iseries.langref.doc_5.1.0/evferlsh37.htm comes up "the page can not be displayed". 

I checked and the file exists, but the port 49213 is not open on my PC. 

I did try to rerun the "Complete the installations of CODE and VisualeAge RPG" and it did not help.

Any Suggestions?
