Debugger Settings

I am having a problem with changing the Update Production Files parm on the debug command. I have read that this should be able to be changed when you select the AS/400 tab in the Load Program dialog box. There is a button labeled Debugger Settings that supposedly has this parm on it, but this button is "grayed" out and can not be used. Anyone out there have a solution?
