VARPG - Compile error

So, I'm trying to compile a program (windows mode) and I'm getting the
following error:
NMAKE: fatal error U1077: 'fvdnfe.exe': return code '99'
The error listing shows no errors.
 
I went to the varpg newsgroup via google because I can't get newsgroups
here at work, and there really aren't any answers.  There's a lot of
"Send me your code" but no followup response (on the newsgroup anyway).
 
This program was compiling.  I added a bunch of stuff to it, and now
this error.  Coded in /free with procedures.
 
Does anyone have any ideas?  Is there an IBM knowledge base somewhere?
Figured I'd shoot it here before I have to call it in.
