It turns out that the article I had read to import the contacts didn't
make
mention of some file in the /workspace/.metadata/.plugins folder. Those
Dip
files were causing the client to overwrite the contacts file that I had
migrated. After replacing those files as well as the names.nsf, I think
the
issue has been resolved.

Recent Contacts are pretty important to our users, and I see why having
them might cause headaches, but I don't hold the keys so.... /shrug
