I recently removed *ALLOBJ from QNOTES and now it blows up on QP0ZIPCS. 
DEBUG tries to call this program and it blows up because it's not 
authorized.  Is it supposed to come *PUBLIC *EXCLUDE?  Is QNOTES supposed 
to have *ALLOBJ?
