Domino 9.0.1FP10

I hear a lot of hubbub about Domino 9.0.1FP10 in all the IBM i 7.3 TR4 
announcement.

Is this a technical thing, or a marketing thing?  IOW, is there some 
technical reason to tie this together?  Like is a certain level of fixes 
needed to run FP10, or do you need to be on a higher level of Domino than 
all the FP's supported by TR3 and earlier?
