Sorry, did you say which os you are installing this on?
Is this error from the os or java or explorer?
If no one else is having this problem then there must be something unique to your environment that is the cause.

Are these bare-bones machines or has other software been installed before explorer? Could it be the version of Access Express that you're running?

What version of the java (jdk) are you running?

Just thinking out loud.

The firewall was off and Defender isn't installed.  He is a member of
the Administrators group.  Anything else I can check?  Does anyone know
of someone having the same problem.  Last time something like this
happened, it was Service Pack 2 that broke it.  I was able to get
 around
that.  I'm wondering if there was a recent patch that came out that
might be interfering with JBA Explorer.  Is there a way to look up the
error?

you might try disabling firewall and/or defender if running
or changing user to be admin of local meachine to see if security
issues.
