Order Amendment Issue

One of my user's is having an issue when trying to close and order via Order Amendment. He gets a message 'User authority is insufficient to complete line'. I've verified via 8/PMM, User Authority Parameters, that he has a record for the company and stockroom of the order in question. I've given him the highest authority I can give. Does anyone know what else might cause this issue? Also as a side question, if you leave the stockroom blank in 8/PMM, does that mean the authority you setup for a user is good for all stockrooms?
