Unfortunately, all of the files are open with file locks.

All of them.  Including AO002FT, AO011FT, AO023FT.
 
It is like the *INLR is never being turned on in AO002, AO011 and AO023.
 
This is after you get back to the intial order screen and hitting an F3 to get completely out.
 
In JBA, I see the files open and all of them are closed on the F3.
