User Exit UMBSHPLR

I was hoping to use this user exit to control which items are eligible to 
be shipped.  When I select an order to ship, I am only seeing one of the 
line items in the order come through this program, not the others on the 
order. 

Is this supposed to work like this or do we have something strange going 
on?
