It's been a few years since I 'worked' with CRP but I am sure you are correct.  You must run both Work Load Extract and Schedule & Accumulate Workload.

Hi list!

We were having issues because there were some planned orders from 3 
specific facilities that were not in printing in the CRP reports.  After 
some investigation, we found out that these routings were all inactive. 
The user activated some of the routing steps that were inactive (knowing 
that these have planned orders) and we just want to try to get the results 
now.   I am waiting for file PERLOD to have data for them but they are not 
there. 

Do we have to run option 6 (Work Load Extract) and option 7 (Schedule and 
Accumulate Work Load) in order to recognize these active routing steps and 
as a result, the planned orders against them?
