I checked with our Network technicians and this is what they have done to get it to work on 64-bit, Windows 7. Install Java Runtime environment 1_4_2_19 and then right click the Powerlink Icon and select Compatibility mode - Vista SP2 mode. Need to make sure no higher java is installed (past Java 5), windows 7 comes preinstalled with Java 6, so need to uninstall that and delete the Mapics folder, and then install that lower Java and things should be good.
