Peter,

If you're using Green screen (which I'm inferring from the way you
described it), then your choice is to modify the entry screen to check for
certain warehouse values.
You could create a 2nd version of the Item Balance maintenance program,
assign it a task name, secure it to a Group which contains only the
authorized users.  check to see which group the user belonged to and then
allow Item Balance maintenance for only the warehouses relevant to that
user group.   Have a table which specifies User Group name and permitted
warehouses.
That's just one approach I came up with off the top of my head.  In any
case, there will be program modification to do for a green screen
application.

If you use EPDM/PDM+ to maintain Item Warehouse records, you could turn off
green screen maintenance and then use a number of different tools,
techniques to control who can access which functions in Browser.   You'll
need (Enterprise) Integrator to write a program for the user Exit on Item
Warehouse create or change.
