Engineering Change Notice Software

We're looking for software to help us manage our Engineering Change Notice process.  Ideally, it would contain the following:

1.       A portal where users can submit a request and check it's status

2.       Work flow processes (ability to assign tasks, track approvals, send informational emails)

3.       A searchable database for past history

4.       Integration with XA  (Pulling data to help supply the ECN forms & searchable from within XA objects)

5.       Easy to design and modify
