Which version of MAPICS are you running?

If I go to AMXM38 I see 6 options:
1. Area and task authorizations
2. User authorizations
3. Data group and task authorizations
4. Generate reports
5. Work With XA User Profiles
6. Work with Client Data Connection User Profiles

I would guess the profile you are using doe not have enough MAPICS security
to add/maintain users.
